1. The National Laureate Journey
The Tertiary Institutions National Laureate Prize recognises outstanding academic scholarship produced within accredited tertiary institutions in Nigeria. Every entry into the Prize originates from an academic work that has been selected by the Institution-based Laureate Committee, formally approved by the institution as one of its finest scholarly works, and duly deposited in accordance with the Nigeria Education Repository and Databank (NERD) National Policy.
The Laureate Programme does not replace the normal institutional academic process. Rather, it builds upon that process by providing a structured, transparent and nationally coordinated framework for identifying, evaluating and recognising exceptional scholarly work from among duly deposited academic submissions.
The National Laureate Committee Portal has therefore been developed to facilitate this process while promoting institutional ownership, accountability, transparent progression, comprehensive auditability and equitable representation across Nigeria's tertiary education system.

Important: Not every NERD-deposited academic submission becomes a National Laureate Contest Entry. Only submissions formally selected and approved through the Laureate workflow proceed to prize consideration.
4. Constituting and Activating an Institution Laureate Committee
Governance principle: The institution appoints. The NFO or NRO implements the institution's official decision within NERD. Electronic designation does not itself constitute an appointment.
01Formal ConstitutionThe Vice-Chancellor, Rector, Provost or equivalent chief executive, acting through the institution's authorised Management structure, formally constitutes the Institution Laureate Committee.
02Official Appointment DocumentThe institution issues or approves an official document identifying the duly appointed academic members.
03Transmission to the NFO or NROThe Institution NERD Focal Officer or authorised Institution NERD Record Officer receives the official appointment document for implementation.
04Open Manage LaureateThe NFO or NRO logs in to the institutional NERD dashboard and opens Manage Laureate.
05Search Eligible Academic StaffSearch by academic title, full name, email, eligible role, faculty, department, qualification or academic rank.
06Implement Appointment Under OathThe NFO or NRO designates each officially appointed member in NERD under the prescribed institutional oath.
07Communicate AccessThe institution communicates the designation and portal access instructions to every appointed member.
08Committee Member LoginThe designated member visits the Laureate portal and logs in with the member's normal NERD email and password.
09Revocation or ExpiryWhere the appointment expires or is withdrawn, the NFO or NRO implements the revocation. Historical records remain preserved for audit.
Strict limitations:- The NFO or NRO is not, merely by reason of office, a Laureate Committee member.
- Managing appointments does not confer review, scoring, evidence or promotion access.
- Only eligible academic staff formally appointed by the institution may be designated.
- Designation must never be used merely to provide a person access to the portal.
5. Institution Committee Procedure
4.1 Log in. Log in with your approved Committee account. This is your normal NERD login credential.
4.2 Open Institution Entries. This page is restricted to submissions from your institution only.
4.3 Search for a submission. Use NDN, title, student name, matric number or department.
4.4 Review the full work. Open the submission and examine its academic content before taking any action.
4.5 Verify institutional approval. Confirm that the work has been selected and approved by the institution.
4.6 Affirm the oath. Tick the oath checkbox only after confirming that the declaration is accurate.
4.7 Submit and promote. Submit the entry and, where appropriate, promote it to the Regional Committee.
The oath snapshot is stored with the entry, including the Committee member, date, time, IP address and the full declaration text.
6. Regional Committee Procedure
- Log in with your approved Regional Committee account.
- Open Regional Entries.
- Filter by State, Institution, Type, Year or NDN.
- Open the full submission before scoring.
- Evaluate originality, methodology, national relevance, impact and presentation.
- Save your score, decision and evidence-based remarks.
- Shortlist suitable entries at regional level.
- Promote deserving entries to the National Committee.
7. National Committee Procedure
- Log in to the National Committee Dashboard.
- Review entries nationwide or filter by Region, State, Institution, Type, Year or NDN.
- Open each full submission and examine the academic merit, review history and movement history.
- Record scores, remarks and final recommendations.
- Determine final outcomes where appropriate: Winner, Runner-up, Commended or Disqualified.
- Ensure that every final decision is supported by clear and defensible reasoning.

9. Submission Viewer
The submission viewer displays the full academic work and Laureate metadata. Committee members should review the abstract, introduction, literature review, methodology, results, discussion, conclusion, recommendations, references and appendices before taking any decision.

- Reviews: shows scores, decisions and remarks already recorded.
- Movement History: shows how the entry progressed across committee levels.
- Oath Snapshot: shows the stored institutional declaration where applicable.

11. Entry Lifecycle

12. Appeals
Procedural appeals only: Institutions may appeal within three calendar months of the official announcement of winners.
- The appeal must be submitted by an authorised Institution Laureate Committee member.
- It must concern the institution's own entry or entries.
- It must identify an alleged procedural irregularity.
- It must provide sufficient details, the remedy requested and supporting documents where applicable.
- It must be affirmed under institutional oath.
- The National Committee determines admissibility and adjudicates admitted appeals.
Disagreement with academic judgement, scoring, ranking or outcome alone is not a valid ground of appeal.
Finality: The decision of the National Laureate Committee after review is final.

Who appoints members of the Institution Laureate Committee?

Can an entry be withdrawn?
Yes, where permitted by the workflow. The withdrawal remains visible in the audit and movement history.
Does the portal replace academic approval?
No. The portal supports the Laureate workflow after institutional academic processes and NERD deposit requirements have been satisfied.
Are actions traceable?
Yes. Reviews, promotions, withdrawals and oath affirmations are recorded for accountability.
15. Committee Responsibility
Every Committee member serves as a custodian of academic excellence and national trust. Decisions must be guided by merit, fairness, independence, transparency and the national interest.
